No, he was referring to the TLFR record with this statement. Unless it was in some of the outtakes or I simply lost memory of it.
I was never sad about Sex Sells not materializing as Jon's third solo album. Some songs were good fun, but was all too shallow for me after These Days and Destination Anywhere. Not too fond of Crush either, at least not the way that it was released. With some of the B-sides (Stay, Neurotica, Temptation) it would've made a hell of an album for me, but Sex Sells (at least what is known from the listening party) never cut it for me.
