Again its simple and to do with popularity during certain era's - and your reply has nothing to do with actual sales because of economial reasons. US has more to spend that in certaini part of Asia and Europe. UK or Holland has more to spend per person then in Russia during the 80's and early '90 which could've been a huge difference in sales figures for Europe but wasn't due to economical and political reasons - and Russia was a lot bigger back then, same goes for Spain for example (except the political part).
Then difference prices for cd's before downloads were huge in different parts of the world which didn't justify what to spend per person in certain era's.
There are a lot more factors, hence I'd said your explanation is way to simple....

Don't forget the US is ONE big market and Europe are a lot of different smaller markets combined......
