It's Richie. This has been discussed a million times and the band themselves confirmed that it was Richie. It was on the website Q&A on the previous version of it.

Richie has done that James Brown -bit at least since the 80s. It's on the Slippery videos as well.

Richie says "Ladies and Gentlemen, I'm here to talk you about James Brown"
Jon says "James Brown?!?"
Richie says "Now if James were here, it'd be a (hat?)"
And Jon laughs.
That's what it sounds like to me anyway.
