They lip synched the first time because Jon was too emotional to sing it and kept on breaking down. This time, I don't understand why he had to mine it again. Was it NBC who told him to mine it or is it a case where it's hard to sound good singing in a fire station (echo and sound wise) I don't have a clue but it was not a performance that I was expecting and as you said did not fit the occasion.
