Chances are that anything recorded between 83-2014/15 or whenever that deal came to an end is owned by Universal, so they can't just give that away for free. THINFS and 2020 era are licencing deals and therefore they have only licenced the tracks released to Universal, so they retain the rights to anything else.
It's also more difficult as anything featuring Alec or Richie could possibly need their permission. Def Leppard can do it much more easily because the line up hasn't changed for almost 30 years...
If anything it might be JBJ fan club shows at best, in my opinion.

Jon doesnt need any pemissions from Richie or Alec. As a matter of fact, he was always the only one signed to the label. The other members are just his employees.
