They could actually do that AND build new condos. There would then be a small thriving downtown with some nightlife. Unfortunately, the upscale communities being planned and built don't seem to want the "old" nightlife around - too much negative connotation probably.
And the flip side of the coin is the other side of town - what used to be the black side of town. Originally, the riots in Asbury Park were about the failure of the city council to fix even the smallest thing. The sewers flowed into the streets - the streets flooded etc. The people that lived there payed taxes like anyone else and they got nothing. To this day - not one penny has been spent in "that" part of town. It is still being left to rot.
