That's really not true. At least for the part of Europe I am from.
Bon Jovi played 1996 in Buda-Pest with Helloween and Paradise Lost as support. I couldn't go...sadly but a lot of people I know ere there. A lot of them because of Heloween or Paradise Lost. They all said Bon Jovi were amazing and they didn't expect something like this.

THESE DAYS topped the Romanian metal charts for a few months I think and HEY GOD was voted by the Romanian Heavy Metal Magazine - best song of the year 1996.

That was the time when BJ fans were metal fans. You could see HEY GOD or MY GUITAR LIES BLEEDING IN MY ARMS or SOMETHING TO BELIEVE IN written on walls. It was really the best time to be a BJ rock fan. I don't remember anyone saying they are cheese.

Besides, they headlined ROCK AM RING 1995 - one of the hardest rocking festivals in EUROPE. I have seen SLASH'S SNAKEPIT play there during the day(some video on VH1)and the crowd was wild...

They had VAN HALEN and STEVE VAI opening for them etc etc. Bon Jovi were never more rockin than 1995 - 1996.

I think it's the 90s were Bon Jovi really matured as a band. SWW and NJ are great albums, and some of the songs are mature on them, such as Wanted, Blood on Blood, Livin' In Sin, etc, but many were also cheesy. KTF was a great album and really enforced Bon Jovi as a great rock band. They followed it up with a successful hits CD containing two more big hits and then These Days although not that popular in America, was huge in Europe, Australia and the other parts of the world, but again it was a great rock album.

I didn't post it as fact but personal opinion. Nevertheless, TD still is cheese in my book.

The 90's were the peak so far. Keep The Faith, These Days, Blaze of Glory, Richie's Stranger and Undiscovered Soul. (ok, I hated DA)

Can they ever surpass that era? Do they even care enough to try ?
