Haven't read the whole topic but here's my opinion on the original question:
The band hadn't officially broken up. I think it was decided that those breaks where best for the band, and were needed to help prevent a split. If you've seen VH-1's "Behind the music" it mentions how they were all burned out on one another due to constant touring and spending every day together. Jon said that, "..after the end of the NJ tour the five guys took five planes to five different places". Musically it wasn't really a break as we see Jon, shortly followed by Richie and then Dave producing solo projects, but the guys were having a break from playing music together.
Of course they got back together in '92, settled their differences, and had another crack at the band, and found they could kick it just as well as they could before. I'm sure that it was a similar break after the These Days tour, where the guys were starting to feel strains between them and decided to take a break for the wellfare of the band.
I think as fans we are very lucky, that Bon Jovi knew when they needed to take a break, because other bands have split up through such pressure applied by the media, management, producers and the record company, not to mention personal problems between each other. I remember reading somewhere that the band were nearly finished at the end of the NJ tour, and we are indeed lucky to still have Bon Jovi around filling our stadiums today.
