You still have squats with bands playing, I'd say that's as close to the "old days" you're ever gonna get. Especially regarding the US. You don't have the Pistols playing on the BBC anymore, but I'd argue that doesn't exactly hurt the genre. And like DS said, mohawks, safety pins and all that jazz are still around. Plus there's the follow-ups... ah, I'll get to that in a second.
And if you limit punk to the 70s sound, that's weird (hardcore that isn't entirely metal infused actually shares a lot of both sonic, history and attitude with punk), but there's still enough bands with that sound. But that's like saying anything that doesn't follow a blues progression isn't rock & roll. Or, regarding fashion, anyone who doesn't dress in 60s flower clothes doesn't dress rock & roll.
