That's such a narrow view though. Just look at the festival circuit. I mean, currently, there's about 10 times more festivals than there were 10 years ago. None of the bands that play festival circuits make the riches list (I am surprised though someone like Iron Maiden isn't on that list for example. Must be a completely US biased list) - yet promoters still reap the cash from them.
Once the big bands are gone, festivals will become the norm. And that trend is very much visible already.
