Well, Last Man Standing was put on the box-set but from the moment it was taken off TLFR it was always intended to go on the new album.
As for the notion of any other being kept over, no. It isn't Bon Jovi's way. They certainly could have and they certainly also could've picked 12 of the best songs and put out a "new" album and said nothing, if they wanted to but that isn't this bands way.

It seems these days theres so much negativity going on in the world.
