Agree! This could be an ACDF (Cervical Spine Decompression & Fixation Surgery done from the front).
A Thyroidectomy can leave a similar scar. So can a Tracheostomy (post closure)
Do these affect voice? No, and certainly not like in Jon's case.
Benign Vocal nodules (common in singers) are dealt with by Microlaryngeal surgery (approached through mouth/nose)
