When you look into the sleeve of "One Wild Night" UK promo single (442077474111), you can read something like this:

So most likely that "Lay Your Hands on Me" 1996/2000 blend was mixed for the "One Wild Night Live", but in the end, they decided to cut it off from the album tracklist and to release it anyway as a b-side.

My guess is that other b-sides from OWN era like: "Tokyo Road" (Tokyo 1985), "I Believe" (Rock am Ring 1995) and "Hey God" (Melbourne 1995) were also an options for the live album. That's why I call them "One Wild Night" outtakes.
