I can see what you're saying; but I'm not sure why that would be the reason the songs weren't done. Lack of fan excitement hasn't stopped Jon from repeatedly doing songs he wants to do, regardless of how the fans respond.
The other thing that bugs me about that theory, if I understand it correctly, is that you're saying you think Jon didn't include the solo songs in the set because the people hadn't responded well to Richie doing solos (or Jon giving up the mic) in the past. So if Jon already knew that would be an issue, why would he make a point of saying in an interview that they
were going to do solo stuff? Seems like he would have responded differently if that had been something that concerned him.
And according to one of the interviews Richie did, about signing with Dangerbird, Jon had apparently told Richie he would have the chance to sing some of his own songs on the BWC tour:

Both of those interviews took place well after the previous tours you mentioned, and it didn't seem to be a problem then.
