Why does Jon shorten the livin on a prayer line before the solo?

He started to shorten it in 2001 when he could still sing decently

He could hit the notes at that time but he was already straining his vocals a lot to get there. So he probably shortened it like some sort of safety measure.

Yes, but he was showing signs of decline so he was already looking for vocal shortcuts, thus he shortened the highest note of the phrase.
