No. Have you ever tried watching a NTSC-video on a TV that doesn't support that? Or PAL on an NTSC TV? It's about the TV. PAL system has 25 images per second, in two fields, creating about 50Hz field. 625 lines per image with Color Sub Carrier at 4.433618 MHz and Video Bandwidth of 5.0 MHz and Sound Carrier of 5.5 MHz.
NTSC uses 60 images per second, (60Hz), 525 lines per image with Color Subcarrier Frequency at 3.579545 MHz, Video Bandwidth of 4.2 MHz and
Sound Carrier of 4.5 MHz.
If you understood anything, you'd see that it's about the TV not being able to show the image.

That doesn't help if the TV can't show it. I have a PAL/NTSC VCR, but on TV's that don't support NTSC, it shows as static or poor black&white image.
