Lets face it,you go and see most bands these days and they play songs that people are fed up with. KISS are my fave band and they are currently playing only 15-16 songs on a co headlining tour with Leppard.The set list is stale and stagnant with only the odd song changing now and then.Thats only my opinion because Ive seen the band 50 times over the last 30 odd years and know where every explosion,visual effect is going to come.Im sick of hearing Rock n Roll All Nite but every night arenas are loving it because its an assault on the senses.
Jovi are no different in that they will always play certain songs at every concert,could you imagine the crowd's reaction if they didnt play that song (LOAP).All bands will play an heavily influenced hits laden set unless its advertised as different.The average Joe is the person who a set list is aimed at. If Jovi played Get Ready,it would be fantastic for the 10% diehards in the crowd.But the other 90% would be stood there with their arms folded.
Metallica just played by request at Sonisphere and the set voted for by their 'fans' contained many regular songs because every average Joe who was going got to vote.If Fan club only members voted it would have been much different,but 1000s of fans would have had a toilet break whilst the diehards enjoyed the rarer cuts.
There are times at special events when bands do change things up,but it can cost top dollar.

The question is pointless. Since I don't really think any single is universally hated, I don't think any of those songs are what "people don't want". Then if they play a rarity (be it Mistery Train or Blame it on the love) you are already catering to the small % in the audience, if they as a whole hate or love it they still are the small % in the audience while you alienated the big % during that song. I'd say the non single rarities are what "nobody wants", yet is what we as fans crave here.

Then the non single rarities like cap crash are being played because they are fun songs, that play a part in a setlist catered to a whole audience. You have to make compromises since there are many variables here. You could swap Cap Crash for a better fun song like Blame it on the love, 99 in the shade, etc. Then the voice variable comes in and your options are cut again. If the set hadn't worked when they first started playing it, it would've changed.

So, all in all, you endure Captain Crash to get Dry County that is endured by all the non fans.
