Not that hard, they had this gimmick for all of the 1996 tour (even though that track was actually pre-recorded and hence playback).

Buenos Aires 1995, it's Jon Bon Jovi himself with a bodyguard on the streets and picturing with fans, not a concert but it's pretty rare though.
What did he say at 0:18 - 0:21?
