I think the people who sell the promo-CDs at eBay are people who either have connection to the record company or to music magazines, radio and stuff like that.
I have a few promo-CDs, like the These Days promo box that incl. beside the CD two postcards and a nice notebook. I also have the Love Songs promo-CD that was given out at Valentines Day 2001. I also have two promo-singles of Richie with songs that didn't come out as a single. These CDs I got very cheap, even cheaper than a usual CD-single in stores.
I think the best is to look at eBay how much the people are willing to pay for promo-CDs. At memorabilia dealers they are usually way more expensive and I don't think that they are worth that much.
I'm not a Promo-CD collector, I just buy them when I find some interesting stuff like the These Days box and if it is not expensive. Usually the Box for example costs around 45 Dollars, maybe even more. I payed for it at an online auction around 12 Dollars incl. postage from USA to Germany.
But be aware, I've seen offers at eBay of so-called Promo-CDs that were fakes. For example a promo-CD of Save the world that they sold there for a lot of money but such a CD never existed.
