I could see him take this, change it up, remix and make it work. His clear vocals are the best part of this. 1979 we might would have loved it - but today I just want Richie back - the one that hooked me with Stranger and BJ harmony. No RSO BS driven by hormones and no harmony.
Thankful this is clarified where it came from, when the person first posted it on IG and said basically a "new" release I was afraid it was on his new album. Is a new release just recorded long ago. Whew..........Thanks for finding the full version!

I don't disagree about the 70s sound. (In fact, I can trace it back even further. After listening to "Tangerine", I told a friend that Tommy was remarkably reminiscent of The Cowsills, from the late 60s.)

But unless I misunderstood something, the re-release and the new one with Richie are two different albums.
"Life Raft" by The TOMS (this album)
is a new one that Tommy’s been working on (since 2016, I believe).
Here's what he said on The TOMS FB page:

It took me long enough, but I finally completed the new TOMS album and proud to have my friend Richie Sambora featured as he has been an honorary member since the 80s...

Richie Sambora (Bon Jovi guitarist) has been recording with The Toms before he was in Bon Jovi. He is featured on the track "WE AIN'T GIVING UP"
released February 8, 2019
And according to the back side of the album cover (shown on The TOMS FB), “We Ain’t Giving Up” was written by Richie Sambora, Roman Arkhipov, and T. Marolda. So that was definitely not released in 1979. I don’t think Roman was
born until 1984 or something.
There
was an album from 1979 by The TOMS (self-titled), that was re-released in 2016. That may be the "re-release" you're thinking about.
