"Life Raft" by The TOMS (this album) is a new one that Tommy’s been working on (since 2016, I believe).

Richie Sambora (Bon Jovi guitarist) has been recording with The Toms before he was in Bon Jovi. He is featured on the track "WE AIN'T GIVING UP"

And according to the back side of the album cover (shown on The TOMS FB), “We Ain’t Giving Up” was written by Richie Sambora, Roman Arkhipov, and T. Marolda. So that was definitely not released in 1979. I don’t think Roman was born until 1984 or something.
There was an album from 1979 by The TOMS (self-titled), that was re-released in 2016. That may be the "re-release" you're thinking about.

I saw the 1979 and thought it said recorded but you are correct - if Roman is involved it was definitely not. Still had the sound. Made me think of Shark Frenzy, but not as good.
