Yes, desperate and delusional. You want to see this band despite being fully aware the worst night 10 years ago will be one of the best with whatever Jon's got left. Why?
A tour needs to make money. Jon Bon Jovi won't do it for free nor will the rest of the band. An entire crew having 3+ off days just so the singer can recover whatever's left of his voice is ridiculously expensive, especially considering the venues Bon Jovi think they ought to be playing. And Bon Jovi do not have the worldwide following that's willing to pay money like people are paying money to see U2, Madonna and the Stones.
You're saying he needs to maintain whatever is left but there's really nothing in the tank anymore. Just because he hits the occasional higher note in the right pitch doesn't mean he's singing and I ought to think that even an untrained ear is able to hear he dodges notes left and right. Jon won't get his voice back after 3 days of rest because he didn't have much to begin with. On the past North American run he was blowing it out 3 songs into every show and he'll only damage it further on consecutive nights up to a point where he'll need to cancel one, if not more dates.
Everything you mentioned in your post is essentially an explanation as to why they shouldn't do it.
