Yeah, Stranger has highlights like the Answer and Father Time, and Young Guns has it's highlights Santa Fe and Blaze Of Glory, but look at the rest of the tracks...
River Of Love vs Dying Ain't Much Of A Living? Win for Young Guns II
Rosie vs Justice In A Barrel? Win for Young Guns II
Mr Bluesman vs Blood Money? Win for Young Guns II
Chruch Of Desire vs Miracle? Win for Young Guns II.
Songs like You Really Got Me and Billy Get Your Guns would probably lose out to comparable Stranger tracks, but Young Guns really does have far superior tracks to Stranger.
IMO, Undiscovered Soul is the better Richie album anyway. But I'd still take Destination Anywhere over that, though it would be a close one.

Those are odd songs to compare ... I think it'd be better to compare the songs which are stylistically and structurally similar:
Billy Get Your Guns vs. Ballad Of Youth? Win for Richie
Rosie vs. Never Say Die? Win for Richie
Church Of Desire vs. Justice In The Barrel? Probable win for Jon
Dyin' Ain't Much Of A Livin' vs. The Answer? Tough, but probable win for Richie
Blaze vs. Stranger (the songs)? Probable win for Jon
Father Time vs. Santa Fe? Again very tough, but probable win for Jon
One Light Burning vs. Miracle? Also tough, I'm not actually sure
River Of Love vs. You Really Got Me? Again, not sure, neither of them are exactly high points of their respective albums
Rest In Peace vs. Blood Money? No contest at all
Mr Bluesman vs. Bang A Drum? I'd say most probably Jon
Actually, the two albums each have 10 songs which sync up surprisingly well

But yeah, looked at like that I think shows that both are great albums
I really want to listen to Stranger now
