I think it did, but there were overdubs. If you watch the whole Tokyo show from '85, there's quite a few spots that were replaced later on (like the screams in Runaway) which make it seem like Jon is lip synching it:
I do have the original time-coded footage of that Tokyo show which had no editing done to it. I'll compare and let you know
