Exactly. They've been talking about the box set as a way to commemorate the 20th anniversary since 2000. There's no way it would have been released in 2003. It's like the Rock and Roll Hall of Fame. The band won't be eligible until 2009 because their album was not released until 1984. The debut matters, not the year they formed.

True, because for all we know, they could have been a pub band for 10 years before they actually recorded an album, so why should they be recognised by the music industry for that 10 years, when they would've effectively done nothing?
