The record company have made that part clear i think with the non promotion of any of the singles outside the U.S(including not even sending promo copies to radio stations)
I could be wrong on this but the majority of labels dont set aside a budget for artist's to promote a tour when the majority of the money goes to the bands,They will do this for new bands who have a new album and will be with the label for the distant future but as i think Bon Jovi's contract is up they would def not set a promotional budget for a tour.
This will change in the future as with the downturn of sales record companies will sign deals with artists to get a cut of the Concert pie.
In turn huge amounts will be pumped into promoting tours.The first to do this will be Madonna in 2009 as her final albums on Warner will be released this year and then her contract with Live Nation begins,thats when things will change-cheap downloads cheaper cd's and huge concerts.
So from a band point of view a street fleet might work and what have they got to lose as the record company aint going to spend diddly
