Mostly it's just playing it safe. Your basic competition will work in any country, but they don't want to go through the hassle of sending prizes around the world. The only time I understand these restrictions is when the prize is a trip or a flight or something like that. CD's, books etc. can be shipped with reasonable price to anywhere. I don't think the legalities are a problem. And I know something about this, since I work in an advertising agency and we're publishing dozens if not hundreds of these each year.
