The demand for Bon Jovi live is higher though, you are right. This has a lot to do with them touring once every 2 or 3 years whereas Dylan tours every year.
While I'm at it, Dylan's setlists are interesting to compare.... the end and encore tend to be quite repetitive but as for the rest, you just don't know what's going to come up. Only plays 14 - 17 songs these days though.... (he is 69!)

I'm not saying he doesn't and/or can't sell out decent sized venues. I can't and I'm not gonna pretend I follow him to know any differently. I'm just pointing out that right now his max. audience seems to be about 4,000 and some venues even less (only U.S. dates too cause those are the dates listed on his page). Therefore, he can test out this method. It would not have worked for NMS nor would Bon Jovi ever do it.
