I think it is due to the ticket prices that no every seat in the house will sell out.
I mean - 40.000 tickets @ 60 euros ( or dollars) per ticket is the same thing as 20.000 tickets @ 120 euros (or dollars) ... That's also why a lot of european shows during the BWC tour had plenty of tickets available in the days before the show and they started lowering the prices dramatically in order to fill the empty seats.
So if I were Jon, I'd try to set tickets prices so that venues will sell out. Bon Jovi are a classic act who will always put on a great show but many people have seen them already, maybe more than once. BJ are not the hottest ticket around. I am sure a lot of folks like to go see them but they change their mind after seeing the ticket prices.
