By that point his dad had died and Heather had gone and he's had his little pain pills episode, no? There's a bit in WWWB where Richie's talking about the song on a boat, he talks about his dad and 'all the changes in his life' and says WLOL is the only song he 'didn't write, but Jon was still writing about me, I believe.'

I always read the california line as being where all the shit's going down for Richie, so it's time to get him out of the funk and onto the road. I don't think it's a big reach to read that song as from Jon to Richie without any non-attendance subtext to be honest, at the time anyway. He used to talk about how Jon helped him get himself back on track around that time.
