I always read the california line as being where all the shit's going down for Richie, so it's time to get him out of the funk and onto the road. I don't think it's a big reach to read that song as from Jon to Richie without any non-attendance subtext to be honest, at the time anyway. He used to talk about how Jon helped him get himself back on track around that time.
Here is what I was talking about earlier when I said that Whole Lot of Leavin' was about Richie. This is Jon at a very small venue in New York City talking about his work and singing some songs.
