No I don't think you have to be a fan club member to buy VIP packages. They might be set up the artist though (in this case JBJ). I can't afford any packages, but if they don't sell and are released at a regular decent price per ticket, I would buy them. However, I don't want to wait until the week before the concert either. I'm trying for Minnesota tix on Thurs. or Fri. this week.
