I think this is what Jon really WANTS to do. This is him flexing his E-Street/Jukes muscles - although, sadly, he has none - but this is his passion Vs his pride.
His pride is; he wants to be a global touring giant but he clearly doesn't get the buzz from it like he used to. Some will disagree with that but if you're honest with yourselves, I think it's pretty clear.
But his passion is being a bar band, playing tunes you love and throwing in the odd one for the crowd - by and large, the crowd enjoy the show because the band are enjoying it so much. Which is why the dynamic in Bon Jovi has been changing so much over the years, both in personnel and the songs that are on the set list.
Jon would love to be able to marry those two worlds together and tour at Springsteen's level, enjoying himself like Bruce does and I think he intended the BWC Tour to be a major step towards that. Less leaping about, more guitar, more of the tunes he enjoys but I firmly believe, after everything that happened on that tour, he lost interest and the set lists just didn't change up.
I think that Jon may wonder if he can take another year like this, even for huge receipts. He may take a long, hard look at what he does musically and go in a direction like The Fighter for a bit, with a few KoS gigs in there as well - then come back with the band later, when he gets the itch to be the biggest and best again.
But even though that voice needs sorting, he wont bother.
