There's a difference between doing 250 shows in a row and touring North America for 2 months, then taking a break for a month, touring Europe for one month, taking a break for one month, touring South America for one week, taking a break for one month, etcetera. Bon Jovi is big enough to sell out most stadiums everywhere around the globe, however, they only go to the places that give them the most profit, which is why more and more countries are being skipped tour after tour.

I don't know the inner working of the band or it's management, so I can't say anything about that. However, if that's the case, can you blame them?
Although I don't condone the outrageous amount of money for tickets, touring is quite a pricey undertaking, and as someone pointed out yesterday, to fly all that equipment to certain places where they're just gonna end up either losing money or breaking even, it's not really worth it to them.
