I think your suggestion sums up most of the die hard fans' wishes. Old favorites (never omit the hits, there are those in the show who just want to hear IML), plus a healthy amount of Bounce (must promote the album) plus rare stuff (pleasing diehards is a must to keep em coming back). I think this is how bands like Bon Jovi that have extensive amount of songs to choose, should make their setlist.
I have to say that Bad Medicine should be played WITHOUT Shout because it's getting too old and it should NOT close the main set. Move it somewhere else. Sleep When I'm Dead should retire too. Much as I want to see BJ concert without Bad Name/Wanted, I don't think it's gonna happen

As far as I'm concerned, these songs will always be played in BJ concert: Prayer/Bad Name/Wanted/Bad Medicine/KTF/IML.
