Yes they have, his voice is often completely shot, the last few times he sang I'll Be There For You he was merely shouting the lyrics instead of properly singing them. "Handi Whasn't The To Mhek Hoo Heppea!" is what you get when he sings it.

Exactly. And that's why he needs start singing a song again each concert. He needs to get back to rhythm since the rehab stint and if Jon forces him to sing lead on one song again, that might be kick in the butt Richie needs. Off course, for that to happen the song has to be other than LYHOM, it has to be more demanding. Stranger, HT or even taking IBTFY back would work just fine.
