No, because the Groupon deals were for the tickets costing 20-30 dollars a piece. They're the tickets usually sold to the fans attracted to the band by the new lead single or new album. Or those "who'd like to see what that band's about". Yet Bon Jovi haven't had a hit in a decade now, so no new fans are coming in either.
Now look at Jovitalk. I can safely say that anyone I know from the Crush era is no longer following the band like they used to. Or the Lost Highway era, even. They're going to 1 show and that's about it. So die hards are going faster than they're gaining them, hence the GoldCircle getting smaller and the General Admission tickets no longer selling out. Bon Jovi haven't sold out a European show since 2003. Yet all the numbers indicate that every show was sold out. Nonsense.
It's why the number 1 tour thing means nothing. Yes, they're still very popular, based upon performances and hitsingles from the past. They've got a strong legacy going for them. But once word gets out how shit Bon Jovi are nowadays, numbers will fade even more. In 1995, the show in Bangkok sold out in a few hours. In 2015, they sell 75% of the tickets in 3 days.
