I've seen plenty of shows in the last 20 years and both Barcelona and Mannheim were about the best I've seen the band do and of the other 6 shows I saw that year I'd say there was only 1 really shitty show. It took 4 world tours for Jon and the band to play on that level again. If that tour didn't feature great shows in the history of Bon Jovi I don't know what does. It blew awaw almost everything I'd seen the band do in the 10 years before that, pretty much every die hard at that time was happy and it was a real sudden return to a form most fans had been dying to see every time they'd left on a high from just one great show on previous tours.

Sure the setlists were decent and at times great and even though Jon sounded better than before or after, he still didn't sound great. I specifically recall him struggling with Always in Istanbul. He was terribly static though, he moves a lot more on this tour. Might have to do with some knee issue I recall him having, doesn't change it though. And the sound of the band was terribly thin, mostly to do with Sambora and Bobby Bandiera having about as much synergy playing together as night and day have. I would even dare say that the band sounds miles better on this tour, especially on the 80s songs and the Lost Highway songs.
So, if setlists are the only factors that matter, than sure, Hard Rock Calling, Munich and Bucharest had 9/10 setlists. But that's just a part of a concert experience. Otherwise I would never see Iron Maiden, AC/DC or the Scorpions 5-6 times on the same tour.
Finally, I am not a Bon Jovi die hard by any means, even though I have probably seen them about 30 times. I'm an 80s die hard. I see way too many concerts of way too many bands. But that's a different story all together. Not many bands I like tend to do outdoor shows though, and I'm simply addicted to the rush.
