Just because they used to do something doesn't mean, in my opinion, they are under any obligation to do so now.

Erm, not really.

Out of Metallica's 18 song setlist only 13 songs get played every night. Other stuff is on constant rotation. They've done roughly 25 shows this year and played over 45 different songs. Bon Jovi have done about 100 shows in the last 3 years and have yet to hit that number despite playing more songs every night.

They're not, but there's no reason why they should change it. If they don't want, then they should just shut up in terms of "changing setlist on a nightly basis" (David and Tico both in 2016) or "digging deep into the back catalogue, doing songs we haven't done for a long time" (Jon in 2017).
Don't have people getting their expectations up when you're not willing to follow your own words.

The core of the set never changes from tour to tour either which doesn’t help.

All bands are sticking to a fixed setlist during a tour with a few open spots to swap some songs here en there. I have seen the band this tour in Tallinn and in Holland. 6 songs were different. That's not bad at all.
I hate this argument. Changing up the setlists is what this band was known for. It's why fans used to go to multiple shows every tour. It's why these PBP threads used to be so popular during a show - we never knew what song was coming next. Jon can't pull off a majority of the rarities like he used to, but he can certainly rotate songs through setlists more. With the way they are now, there really is no reason to go to multiple shows or even bother following the PBP.

The band also needs to stop bragging about how they have 75 songs rehearsed and that they never play the same setlist twice.

It’s been a long time since they mixed up the set lists - probably since the 90’s!😒
