I generally wouldn't disagree with what you're saying in that post. Audiences across the world should, in principle, get the same great show.
Yet, when buying concert tickets (of any artist), you're not buying a standardised product. Beneath the many different layers of commerce and profit-seeking, which have become part of today's touring industry, you're still buying a ticket allowing you to go, watch and hear and artisic performance. And the beauty of it is that every performance is going to differ from others. Audiences therefore have the ability to influence the performance. I think it comes down to different audiences expressing their appreciation for art in a different manner. They all cheer and clap, but some audiences are just more enthusiastic and passionate than others.
If I was up on stage and the audience was screaming and juming to all the songs played, I'd naturally be inclined to give more to that particular audience. I think that's only human. Hence, Bon Jovi played incredible long and varying sets in Brazil and Argentina.
I know this isn't really fair. A diehard-fan from the U.S. cannot be blamed for the fact that U.S. audiences do not scream, shout and bounce as much as Latin American or European audiences do.
The band follow a simple concept: They will play a mix of whatever will please fans most (in the part of the world they're currently playing) and then play a few songs they want to play. This essentially means a mix of their greatest hits plus a few songs from their current album plus a few other tracks. Because the band have played most of their greatest hits thousands of times, they will play other songs when they have the chance to do so as long as fans do not get bored. This is why a song like These Days gets played three times in a row in Latin America. It wasn't a hit, yet people know every single word and therefore create a great crowd response
