the reserved seats??

can somebody please tell me if the reserved seats are open to the past bookers of jovi tickets, i have an account with ticketmaster but cant afford o be anywhere near the gold/diamond circle so im guessing the level 1 reserved seating is our best option, will i be able to get these tickets you think??
