I think the regular tickets are selling pretty well. The prices for those tickets are roughly the same as they were on the LH tour. If you look for 2 tickets at most venues, Ticketmaster will offer tickets way up high and across the arena or behind the stage. Better singles can be pulled, of course. I think AEG and the band seriously overestimated the interest in the packages, though. It is clear that they have been releasing tickets that were supposed to be part of packages and offering them to the fan club and even to the public via Ticketmaster. These TM ticket drops (for the venues at the beginning of the tour so far) have even included pit tickets. Furthermore, these ticket releases are happening before the scheduled end of the VIP package sales. I could certainly be wrong, and I have no inside information, but that makes me think that they haven't sold anywhere near as many packages as they thought they would.

EDIT - During January, there was also an additional Ticketmaster auction at most venues. The tickets looked like ones that were supposed to be fan club "Circleside" or TM Platinum VIP packages.
