I agree. That would be like if Richie tried to put out these numbers for his solo show.

Los Angeles, CA: 25 / 25 (100%) $876.00

As someone mentioned earlier this is an industry standard for promoters across the board. If they set a capacity number and reach that capacity number then it's a "deemed" sell out. That's why you see different capacities/sell out numbers for different artists for the same venue. The numbers for Bon Jovi have declined but given how much they've toured the numbers are still pretty solid.

I'm convinced that other than a complete phenom (One Direction...."Hanmah Montana", the Zep concert at the O2) nothing is ever "sold out". I've always been able to score last minute great seats to shows (Taylor Swift for the daughters.....ACDC, Nickelback....VH etc....) in recent years.

Even without comparing Bon Jovi to other acts, it is obvious that their numbers have declined from other tours AND they are not producing hit singles. So...given those two facts, I wonder how their fees for the next tour will be affected. Also given the age + health + Riche's unreliability + over-saturated markets + static set lists, will promoters be lining up to book them? Or does the band move to smaller venues and new markets which would probably seem to Jon as a step down?

Moving to smaller venues is still very unlikely. Despite the decline, these numbers are very strong, maintaining Bon Jovi in an elite category.

The O2 say selling 15000 of 20000 tickets is classed as a sell out.

Here is the actual data for his LA show from Billboard:

Richie Sambora, David Ryan Harris, The Fonda Theater
Los Angeles, Calif.
Nov. 13, 2012
$20,316
514 / 1,200

He sold 514 tickets, not 25. Give the man some credit

Data for Iron Maiden's South American shows was released this week. Here are a couple figures (in the same venues BJ played last month).

Estadio Nacional, Santiago, Chile, Oct. 2, 2013, $2,696,550
57,217/59,525

Foro Sol, Mexico City, Mexico, Sept. 17, 2013, $2,245,413,
49,332 / 50,000

Maiden drew 50,680 at River Plate in Argentina. Bon Jovi down-scaled to a smaller stadium.

Surely they haven't over-toured South America. So what could be the reason for this decline???

Should be done on actual attendance, like a football match is done.
Base it on how many ticket stubs are handed in at the turnstiles or how many barcodes are scanned.
Bet you'd have VERY different figures then!!!
