Firstly, I have to say that The Circle is the best album of the decade. Their songs (Specially BPromiseland, LTORule, HappyNow and TIMSide) deserve to be played more often and in more quantity.
I expect a great deal of The Circle songs in the European Leg

If there is a big group of people asking the same song for the same place, just tell it (As IBelieve in Lisbon, TAALS in Barna...)!!!!

Of your five requests, Jon might give I Believe or (It's Hard) Letting You Go an outing, but as for the rest they'll need to rehearse those. All you've got to do is hand out multiple (as in about 20) banners of the same song to everyone around you. Once the band is close to you raise them all at once and the band will notice. It's then still up to Jon if he's willing to give it a shot.

yessss, of course we are going to use many banners asking the same song in the same concert, thats your idea and thats good for we all.

We have to select one rare-song for each show, and tell everyone who is going there to give a banner asking for it

But if they want to surprise us with any other song-non-played-yet (you dont know if it´s prepared) here is the list. And they have time enough to prepare them, just they are lazy for that... but, who knows?!!

You make a very good point. They would have to rehearse especially with some of the older ones so they can refresh their memory. There's a video on Youtube from Amsterdam where they did Stick To Your Guns and Richie had to shout the chords out to Jon. Speaking of Stick To Your Guns I wouldn't mind hearing the electric version at HRC.

Seeing as it's meant to be a 3 hour set at HRC there's a good chance of a few rarities but from the list above I would say Loves The Only Rule is most likely, maybe Wild Is The Wind too.
