I think so too. The thing is, no matter how strongly you dislike Who Says You Can't Go Home; it should be a staple in the set when it comes to North American setlists. It was one of their 2 big hits of the last decade, so yeah, it should be there.
America:

I know this is not what many American fans want, but those are the 10 biggest songs for Bon Jovi in America. Compared that to Europe;
Europe:

Looking at it chartwise and popularity wise these were the most popular Bon Jovi songs in Europe. I know there is no ballad listed from the eighties but this is because Bon Jovi's I'll Be There For You simply never really was that big of a hit in Europe compared to America. Living In Sin barely charted anywhere while This Ain't A Love Song was pretty huge over here. And there just should at least be 1 single played from the These Days record, they released 5 of them and pretty much every one of them was thát big hit of the album somewhere in Europe.
I'm not too familiar with other markets (never really checked the Japanese charts) but it's obvious that what should be a staple in America should never be a staple in Europe, Who Says You Can't Go Home being the perfect example for that. So I'm not picking my own favourites, but this is what I think the list of what would go down best on the average joe.
