Hmm, now let's see;

1. The references to Butch and Sundance are shit, as are all the other names like Oldsmobile, Jimmy Cagney and St. Christopher. They are pointless details that add nothing but are there just for the sake of trying to make it sound like a detailed story.
2. The build up is the same as the one for The Beatles' Let It Be, so the music is just another one of Jon's attempts to create something out of something that already existed.
3. You never get interested in Ricky and his four kids who are hungry. And if they've got money for smokes and a six pack they should be able to buy food as well. In other words; the story doesn't make any sense at all. Rick comes of as a tosser who smokes and drinks while his kids are crying because they're hungry. How am I supposed to like Rick now? He's a cunt.
4. It's chorus is too long and the verses are boring.
5. It's a long story without a beginning or an ending. You don't know anything about Rick when it starts and you don't know what happens to him when the song is finished. This might be an attempt from Jon to let the listener fill in the blanks, but in the end I still don't give a **** about anyone in the story.

Like I said, it's Jon trying to be Bob Dylan and Elton John but failing miserably. And the live performances of the song with Jon doing the acting on stage are awful as well. On the Bounce Tour it only worked because of the video's on the screens. Had they not showed them, the song would've tanked, just like Joey does nowadays.

So that's mostly why the song is so shit.
