Well i would never let my kids go out trick or treating alone, i would literally walk right up to the door with them. Also you only go to houses in your neighborhood where you know the people, so they aren't really strangers per se, and of course check the candy, never eat anything opened or homemade. In the US you could go to the hospital and they would run the candy through an X ray to make sure no one has put anything in it like a pin or needle or something. I agree it can be thought of as dangerous but if you take certain precautions than trick or treating can be very safe.
