You can get 'down there' as well via snorkeling. In tropical waters there are coral reefs and cool fish in rather shallow waters as well. You'll still have to make your way down there, but there is a good amount of air in a snorkel, so you don't have to stay on the surface
The good thing is that you don't have to haul all that equipment around and you are a lot more flexible.
