It's definitely a licencing deal as in the small print on the album it states that the albums are licenced to Island Records from Captain Kidd Corp. Which is more than just distribution. The label effectively own the album for the period agreed in the licencing (usually 5 or 10 years) after which the rights will revert back to Captain Kidd Corp (ie. Jon).
However, I'd bet my life that selling a copy of the CD with all ticket sales in the US is part of the deal. The change in laws messed up the chart plan with that idea, but the label could have still made their money from the CDs provided to ticket buyers (the CDs are not Free, the price of the CD is worked into the ticket price). However, Covid messed that up, so I'm not really sure where that leaves the label. With revenue from 60k sales (though there are streams too), I doubt they've really made that much money on this record, certainly not compared to the previous albums....
