Stories behind the songs, samples of lyrics, so many ways to drum up interest. Little viral videos etc. THAT's getting a ball rolling. Releasing full songs goes in the opposite direction.

Really? The people who buy physical copies are fans, who will buy the album anyway, as well as the tickets that are sold and will obtain the physical copy.
The weak point of Bon Jovi is streaming and digital copies, that is why releasing several singles before the release of the album, can build an interest in buying the complete work.
People who are not fans do not think like us, they see a new Bon Jovi song and if they like it, they may buy it in the app store or simply add it to their spotyfi playlist, but they will not be interested in listen the album.... unless that person has discovered several songs from it that they may like. That's why emerging artists release up to 4 or 5 singles before their release.
Once the album goes on sale, it doesn't matter anymore, because it somehow loses interest. An album with multiple songs that the public knows sells better than just one or two songs before release. Since it feels like a Hits album.
In addition, the album is called 2020, what better way to give value to the title than to release some songs in these 6 months so that people associate it with this period of time.
